The best way is just distrupting trade lanes and attacking them, and then beaming their cargo (scan them first to see if they have any) or you could just join pirate patrols and attack with them, of course you need to have a good rep with pirates for that (;

I don't do any of that, I just go after Outcasts. I kill them and take their guns and cargo. I am making lots of money doing this and no trade lanes to mess with.
Tau-37 is a good place to find them.. Most of the guns they have are lvl6-8 and some have lvl9's so you must be a real killer to do it well. Most of the time they come at you in groups of 4, sometimes more and less.
