Sudden faction changes when leaving a base.

Here's the situation. I'd never been to a Rhineland-controlled system before, so I decided to take a quick survey flight. My faction listing shows me as solidly neutral to Rhineland military and police. I successfully dock with the Ulm station in one of the Omega systems. I purchase goods, chat in the bar, etc. Then, as soon as I leave the station, it becomes hostile to me and I must fly for my life.

Leaving the system and re-entering often seems to reset this for a while. However, it seems that any time spent "hanging around" Ulm will eventually get me attacked.

Come to think of it, Mactan Base also exhibits this behavior.

FYI, I'm only a short way into the game. I've just arrived in the Leeds system and am about to meet Juni on Cambridge.

If you are hostile to an ally of that base and one of the allies ships arrives the base will go hostile to you.

I've seen this behavior too. Currently, I'm Level 9 and when I flew to the independent Cortez/Magellan systems I was attacked instantly. The folks doing the attacking, Gateway/BowEX, were neutral to me. I was also attacked by the "Shipping Corporations" when I flew toward the first avalable planet in the Stuttgart system. The Border Station in Stuttgart did let me dock/trade/etc. I've interpretted to this to be the game's way of preventing/discouraging me from flying to Liberty/Rhinelane, at this point.

not as big of a pain as this:

Right after I bought a Drom, I wanted to buy some gold at Mactan. Outcasts, Rogues, Xenos, Corsairs, Hackers, you name it, all of them were neutral. But every single time I launched either a hacker or an outcast would demand that I drop my cargo before I even left the dock. It was literally impossible, because all the hackers and outcasts had cruise disrupters and there was no way I could safely reach a trade lane before getting blown up by the gold-hungry twerps(That I couldn't understand...I just bought it, AND a freighter from THEIR base, meaning I paid THEM...so what, besides ripping me off, was the objective of this?). Naturally, declining causes the base, all the hackers around, and all the outcasts and rogues in the neighborhood to go hostile and start pummeling my now not-so-shiny new ship. I reloaded and retried about 20 times before just giving up and leavng with an empty hold.

They trap you. Unless you're friendly, you can't leave their base with anything in your hold or they jump on you. Mactan especially.

Leave the base, immediately kick in with the cruise engines, and when they demand your cargo, just leave it on the screen instead of replying to stall and buy time, while you're cruising away.
