There are two class 10 freighters in the game: Sabre and Titan. :p They are intended for delivering highly valuable cargo in an extremely hostile environment.
The VHF were classed as fighters instead of as freighters because they are also the end of the line for heavy fighters and most people use them for fighting instead of cargo runs, especially as it makes more sense for a trader to bribe difficulties away and use the Dromedary or Humpback instead. Makes more sense than wasting a million on a hunk of junk like the Titan.
The line of light fighters ends with the class 7 because the LF do not need higher class equipment to do anything and go anywhere in Sirius.
Seer, pi_freighter is the Mule. It is already available in the game, somewhere in Liberty space (exact place would be a spoiler).
