Basically, they just didn`t put enough voices and faces in the game.. heck i was at the bar in gasminer Naha and there was a corsair dude behind me, i fly to Ruiz base and guess who I see there!
Even the (gotta be careful not to spoil here) inhabintants of the unknown worlds speak with voices we already know from our little discovery trips through the universe.. and nothing is more silly then hearing an *** speak with a human accent lol
