Getting Friendly with a Faction

If you want to become friendly with a faction, who are the best people to kill?

For example, if they had a list of 5 enemies, would blowing up ships of the 1st enemy on the list raise my rep more than blowing up ships of the 5th enemy listed?
Or do they like it equally no matter which enemy you blow up?

I believe they are all equal. But I don't know much.

The best ones to kill are the ones that dont have any allies. That way you dont go making even more enemies.

I have a suspiscion that differet enemies are hated different amounts, since blowing up a certain faction will make their enemies happy in different amounts.

The other possibility is that the factions get more or less happy depending on if you're allied with their enemies.
