No CM in Freeman''s Base?

Hello

I'm flying missions in the Nexus. After having had my countermeasures launcher blown off by a pirate, I tryed to buy a new one on Freeman's Base, but there aren't any for sale. Is this an oversight or is it on purpose?

I'm using V1.4
