Opening saved game files

Does anyone know what program is used to open the saved game files? I cant seem to find anything anywhere on opening *.fl files. I only asked because I saw that you could edit saved game files. If someone does know the name of the program, you think you could direct me to it also? Thanks a lot for everything in advance. [

THANK YOU SO VERY MUCH!!!!!

I dont know why I didnt see this program, but I sure do I hope this thread will help someone in the future as well.
