No. The bundles of tin foil strips (cut to coincide with the german radar's wavelengths) dropped from bombers were codenamed 'window' NOT the techniques used in it's deployment. Like (active)sonar was orinally known as 'A.S.D.I.C', the old british term has fallen out of use in favour of the more recognisable 'chaff'.

Of course not. The germans developed chaff at about the same time as the british. They called theirs "Düppel" and didn't deploy it in the hopes that nobody else would develop it - they didn't want to give the idea away. I can't find a single reference anywhere to the japanese version but I doubt very much that they would have called it chaff either. So, originally, the first use of the modern decoy known as chaff was under the name window.

P.S. I have somewhere, in one of my books, details of the japanese use and development of Chaff. I could look it up, but this thread isn't going anywhere and my original question about the manual being wrong has been answered.
