Help Me Please FLMM program

I can apply the file that allows the Class 9 EMP launcher to be looted but others in my server cannot or do not want to mess with the program. How can I make it into a FLMM mode or if it has already been done where may I find it??

Ok all you have to do is open up FLMM and click on "How to make a mod work with FLMM" just fallow the directions.
