Evolutions bug, empty space?

I downloaded the Freelancer Evolutions 1.28 mod and did exactly what it told me to do to install it, I did a fresh install, used the latest mod manager, used the SDK 1.3 thingy, then I installed the mod.

My problem is that when I start a server on LAN, everything is empty, there are no police or traders flying around using the trade lanes, everything is abandoned.. When I do a mission though the mission NPC's just spawn, and sometimes I also get trade lane disruptions by pirates.. but thats it..

I did the whole installing process about 5 times now and tried it on different computers, what am I doing wrong?

Any assistance with this problem would be GREATLY appreciated

To be honest, I simply don't know. If its a lan though - delete all the MP saves (my documents/my games/freelancer - delete everything in there), and cross your fingers? Maybe a bugged download perhaps......not sure to be honest
