okay, on the main page (when you hit the site) you will see mods posted up. I think every single one contains a link to the mod manager.
about two forums below this is a forum called Freelancer Mod Manager - there are several links in that forums thread to download the mod manager from.
You can also go back to the main page of the site, and in the search box (top right) enter "Freelancer Mod Manager" and click on search. It will pull up old news posts and comments for Mod managers - click on the link for a 1.31 version - and read the info - there are usually links to its location in there - otherwise click on anything that looks like a link and see where it takes you!
