why can't i purchase the 2.25 milatary armor upgrade i have very good rep with kusari naval forces but it doesn't let me buy it why?

You need near perfect rep. If its a case of maxed out, then am affraid this is sorted in next version Along with tons of other things. Right now my Beta testers are getting me to rebal all ships again lots of work, but hopefully better LF and MF (medium - its not official, but its what the hawk should be )
