ReBalance New System

how do i get into it ?
i found 1 new system in tohoku

but, you know, the chugoku-> tohoku jumphole was closed after we end the "destroy takagi's base" mission >.<

any idea how to get into it?

also, can you list the jumphole to another system?

or, maybe i should ask to spoiler forum?
