Making / editing .dll files and scripts

Is there a program with whom you can create or edit the game dll files? What program do you use for making scripts?

For info on making scripts to install your mod on other computers, load FLMM and go to "Help\How Do I...". For info on actually making mods, look in the tutorials forum.
