problem with ati 9700 pro

whenever my mouse moves over the icon the mouse cursor just slowes right down to the point where i can not play the game . also when help menues pop up it is the same thing , also sudden slow down in game is a problem, this does not happen on my old computer that has a geforce 3 card , any solutions ?
