It would be best to provide technical specs like did you use custom set-up or recommened. Whats your pc specs etc.

I dont have a copy of the game but when it comes to get things done Im your man.

I'm having exactly the same problem. If I let the "Creating Game Folders..." message wait for long enough, I get an error message that shfolder.exe failed to initialize properly (error message 0xc0000006). The same thing happens regardless of the setup options chosen (all users or not, express or custom, etc.). After the error message, which needs to be dismissed twice, the install process remains hung.

shfolder.exe is, I gather, used to locate and gain access to areas like My Documents, which is where Freelancer stores its saved games. I have no idea why it's failing to initialize, but it's doing this whether it's called from the setup program or run from the command line (it's in the REDIST directory).

This smells like a CD problem or a SafeDisk issue. If the REDIST directory is viewed in Explorer, it tends to stall, and trying to copy shfolder.exe to the hard drive returns an error.

I'll send a note to MS support, but I'm also inclined to return the game tomorrow and see if a copy purchased from a different store (coming from a potentially different batch) works. This happened to me with MechCommander 2 as well.

Heh. No sooner did I post this than I got the bloody thing to install.

Upon yanking the CD from the drive, I noticed a nice big smudge - actually a bit of residue, similar to the gummy stuff a sticker leaves behind - on one of the outer sections of the disc. It took a good bit of scrubbing with a cloth to remove the residue, but once the job was done I stopped having problems.

So much for my analysis. *sigh* Let this be a lesson to me.
