Unable to Engine Kill?

I seem to be unable to kill my engines. They were originally mapped to 'Z', and I have tried changing the "engine kill" to other keys and buttons, to no avail. Is there any reason why engine kill would not work, or anything special you need to do in order to kill engines?

only thing i can think of is it doesnt work while using DOCk or GOTO only freeflight.

and if you change engine speed it turns the engine back on (thruster and strafe wont affect it)
