Can''t level up, can''t get out of Liberty to explore

I looked in the other thread, no answer there...

I always need $26k to level. Even though I am worth 28k, and keep doing missions, I still need 26k to level.

So I use the editor thinking this is a problem, set my rank to 10.

I can't get out of Liberty space. The California jump gate denies me access.

What the hell am I doing wrong?

Maybe you should be doing the missions.....like, the actual storyline missions?
Unless you've already done that, in which case you may need to start over.

If you are playing SP and the storyline - then its almost positively that you need to follow some missions to have those first few gates unlocked...

Ok, I reinstalled... Got the TNG Final mod loaded. Started new... Now everything is working. **** costs like a zillion times more, but at least I can progress now...
