First and fore most, check your fire wall. Let allow the Freelancer.exe to get through.

Check/install/reinstall DirectX v9.0b or better. If you can install v9.0b over v9.0c do it. Otherwise you'll get it with WinXP SP2.

As for the firewall disable it if it blocks OUTGOING ports as well as INCOMING ports, like ZoneAlarm does.
