After doing everthing I could think of, and following most of the guides on this site multiple times, I stumbled on a fix.

1. Only attempt this if you have no other choice.

2. I updated my soundcard drivers (SB Live), got the latest DirectX(9b?), and then downloaded the K-Lite Codec pack 3.20.

3. I had given up, but I tried just for the heck of it, and there was sound. It was a magical moment.

Cool! Just out of curiosity (and the fact that I'm not going to attempt this myself since it's not broken on my machine), where exactly does the Fraunhofer IIS MPEG Layer-3 Codec's end up after you installed this codec? Does it get deleted or change priorities in the properties? Please check on that and report back, I'm very curious.

Control Panel > Sounds and Audio Devices > Hardware Tab > Audio Codecs > Fraunhofer IIS MPEG Layer-3 Codec

Before I had the new codec, The Fraunhofer codec would disappear if I tried to modify it and reappear when I closed and reopened the audio codec control panel. Um, I'm not sure where they're installed on my machine, but I do know how to change the properties, which didn't work before. I'd prolly be able to answer your question better if I was more technically adept.

A strange side-effect is that I can't hear dialogue when music is playing, and sometimes I still can't hear voices. I hear sounds about 75% of the time, but that's 50 % more than before.
