Starting a modded MP server......what do you need?

OKay - unfort i don't have dsl or cable or anything like that. However - i am creating a mod for a server.........but right now i don't know anything about servers...and i can't create my own lan one to test it out on!!
So....my question is this (if anyone can help out that is!!).
What files will be used to create the server? Is it basically the game files? If i mod the server files, will players need an identical mod, or are some of the mods server side only?........
I take it that missions are stuff are left alone (SP game files), so just modding stuff like the data folder will be fine (ie equipment, ships and universe files for new ships, equipment/guns, selling points and new systems!). Anyone who can help out this will be much appreciated! Also - are battleship encounters server side? And are they the same files as for SP encounters but just applied to the server?? Please help before i spend too much time without any joy joy!!

hi iam intresded in a server side mod if you need some one to test it out let me no i know nothing about modding so cant help there but intrested in learning
