FL Server Error when loading

Running Windows 98SE

I am getting an error that is related to DirectPlay8 not being installed correctly when I try to launch a FL Server.

I have tried Installing both V9.0 and 9.0a of DirectX and no luck fixing it. Nothing on the Microsoft website that I could about this
