Are systems/worlds/bases persistant?

Just wondering .. is it possible to take over a base/planet/system? Or do the same groups always control the same stuff? I want to be able to take over a base and launch an attack on a planet, and eventually control an entire system (heck, the whole FL universe) >

player owned asteroid bases and battleship with NPC patrols and fighter (clanbases etc.) which other player(groups) can take over when they destroyed it it auto respawns and from then on its theres
