MP Server Options

What exactly means "Allow new players" -option when starting a server? I'm wondering that this is related to player respawning, everytime when player dies and respawns comes "New Player created: nickname" and it's the same player who died. What happens when "Allow new players" is turned off?

I think it means that no more accounts can be created on that server.
