set reputation, help~

Hi all, My friend is running a freelancer server(mod 229), and when we set reputation for players, we encounted problems, when we set friendly rep as 100, it is ok, but when we set player hostile with some forces(we set rep -99 ), it does not work, the rep is still netural in game, someone can tell me why or teach me how to set hostile rep? Thanks !

hostile rep is -0.9
Best rep is 0.9
