NO NPC?

Hi guys..is it possible to to remove NPC`s form any system..like Dublin for instance..I run a small Lan game with my friends using Ioncross server and we play Evo 1.28 mod it would be great if I could disable the NPC`s in Dublin so we could use the race track there without getting attacked..any ideas? Thanks for you help.

Why don't you just edit each character so that they are neutral or friendly with every faction in Dublin? Or if in the game give bribes to those factions?
