First create a normal account, put a character in it. Find your account at "My Documents\My Games\Freelancer\Accts\MultiPlayer\(your account code)"

Then put a file named "admin" in it. No extension, and put nothing in the file. The file name has to be "admin".

Wow, you have an admin account. The only admin command I know is /u (text), that sends an universe chat message.
