Does anyone know where I can download a program like Gamespy Arcade which lets you choose servers in Freelancer which you can join via the program, instead of connecting to the Global Server (which for me is stuffed) and also can it have free registration.

Not that I know of, but you can filter the list. Try getting rid of locked servers and pings above 300.
