If any player has connected through the Internet (NOT the LAN) to your server then you have the right port open. Has anyone through the Internet connected to your server?
By the way you need only ONE INCOMING port for flserver (FL's server program) to work. If you do not specify a server with the /P command-line switch then flserver will use one of the INCOMING ports in the range of 2302 to 2304. Without the /P command it makes sense (as the readme.rtf file in the FL installation tells you) to open all three ports but that is less safe than opening just one.
If you have WinXP and the firewall is on (before or after SP2) a feature called uPnP (it's in some high-end hardware firewalls as well) will automatically determine your program (flserver) needs an INCOMING port and the WinXPPro firewall SHOULD ask you if this port is OK to open. Just say yes and flserver will work through WinXP's firewall. Be safe and use common sense though. Just because a program asks to open a port or two doesn't mean you want it to.
