How to change faction in multiplayer?

When you start a game (or at least, when I start a game) you are in the Navy - at least the "Liberty Navy" faction name is glowing at the reputation screen. How do I change this (join another faction)? I want to be a Bounty Hunter, not in the Liberty Navy. Thanks in advance.

Go attack some Bounty Hunters enemies, and do alot of jobs for em. And that'll put em in the green a bit more. But as far as actually 'joining' em'. I dunno.
