No, it isn't in MP.

If you can get to Toledo base in multiplayer somehow, then you can buy it... But otherwise you're out of luck.

its the starter ship on freeport 9 server and its interesting with l1 guns and l1
shield
i managed to play on it before but now it needs you to load some bits and pieces to log on ,it seems.
but watch out as loading what it seems to require could affect you using other servers im told

Theres no way to get to Toledo without running a mod, why would you want an Anubis anyway it's a POS, and if your going to mod a ship there are better ones than that eyesore.
