but you must remember most servers are just there for play.
The admins only monitor it a little. They dont have a police force whatsoever.
Mind you, not all servers are like Elite, if they were that would be called a perfect world.
I know for a fact that some admins just leave up their servers for others to play, some of them even mod like whores. (Calgary's host mods gosu on his own server)
I doubt 90% of the servers actually require permission for clans to set up. I certainly didnt ask calgary for permission.
But yeah i was speaking in territorial claims. Because some servers are rich in people who want to join clans,clans who want to ally other clans, and pkers who deserve not to play freelancer.
