2) Are the persistent world 24/7 servers fun to play in? I play a game called Neverwinter Nights, an RPG game, and there are "regulars" in each persistent world server. Are there "regulars" in a lot of servers?

Yes, most servers have a regular group of people that always log on.

Do we fight eachother? Yes, not always but yes, people duel against eachother for fun or cash. How we interact? Chat system. Either system based chat or private chat or GROUP chat.
System chat is more with random topics
private chat is used for asking someone for advise, or to talk to someone in a different system.
Group chat is a char that's used to have a conversation with the people you are playing. For instance, I invite 2 people to do a few missions together. Then we use the group chat for discussing tactics and random chat with eachother.

4) Do you actually get the chance to become high lvl in online servers?

Yes, some peopel are lvl80 and up. My char is lvl 63 now.

Calgary 24/7 = Lots of LAG, cheaters, modders. I am going to stop playing there. I will miss the peopel I regularly played with tho.

The Elite #1 and #2 Server = Server owned by the The Elite clan. No cheating/modding allowed. That's where I'm going to be for now.

Elite = Server owned by Stinger (He is a moderator here) I haven't played there yet so I can't say anything usefull about it

in answer to 1 no they are not all 24/7 that say they are(most are)
2 yes some are better than others for regulars
3 depends on server elite has plenty pvp so has calgary at times some others very little and some its not allowed see the icon in the server page
4 yes you do
5 elite, calgary24/7 and raw are among the many good ones

Elite is good stable and safe.
