now i want to set up a server for my friends but i find the server tool FLServer the standert server a bit.... Dull and not gives me enough contoll

i need something.. or 2
1is there a more advanced server tool or server mod...
something were i can contoll cheating... u see the cheating detection needs to be off,
we run a slightie modded server... manly i changed the starting value and i changed some weapons to be cheaper and more expansive (not me in person but a friend) the server keep Kicking people.. so i need either a server mod so i can shut it of and maby do some more things.. or a way to turn it of periodly.
2 how can i change acounts.. eg how much money he has how much kills were he made,
3is there a way to inject player... i mean there is a player with 2 cars can I as a server give him a 3th car and modifie that for him/here
