While I agree it's daft that lvl38+ players with kick-ass weapon loadouts hang around PK-free areas, I don't think exluding them from the PK rules can work:
1. How would n00bs know not to get involved? You should assume a n00b knows *nothing*, which is why they are a n00b!
2. You can't have one rule for some people and another for others, it simply won't work! People will abuse the exclusions or make mistakes so the no-PK rules will just go out of the window!
3. Just because a player is lvl38 doesn't mean they want or are even equipped for combat! You could just as easily have a lvl38 player who has made money trading and is flying a freighter or even traded back down to a light fighter!
I think any public server not specifically targeted at experienced should have and ENDORSE a PK-free area if only to encourage new players and keep the Freelancer community going. Personally I think one system is enough, New York being the obvious choice. ONE safe system hardly limits the game for those who want to PK.
