If you just started on a MP server check to see if the depots by Manhattan are still intact(have the containers underneath them). If they are go and blow up 4 of them. Manhattan will be red to you until you dock or die and all the pirates in the liberty area should now be neutral to you. Now just do some trade missions and go and bribe them if you want them to be green.

DaVoid gives some good advice. Raiding those storage depots will improve your rep with most criminal groups fairly safely. There are also some depots west of the Manhattan<->West Point trade lane, but these are protected by weapons platforms and subject to rogue patrols (until rouges are neutral to you). I'm sure you realize that clicking on a faction name in your rep info screen will give you a list of allies and enemies; killing enemies is a good way to improve your rep. Since you start out with a high rep w/ Liberty Navy, you can kill several of them before they get too angry to forgive you. Usually 6-10 will get you neutral w/ Lane Hackers, Rogues, Xenos, and Outcasts. Bounty Hunters are also a good target, although will become hostile more quickly, you can kill them without upsetting _everyone_ in the area. One more hint, it isn't totally cheating to go back to the select character screen and select the same character. This has the same effect as having been killed in that it will reset a base's attitude you; that is, if you raid the depots near manhattan, and man. becomes hostile, reselect your character and it will be neutral and allow you to dock.
