new char - pro navy 
hi all 
if i start my own server in my lan and create a new character im neutral to all groups. if i create an online char im always pro navy and hostile to rogues... and it takes a lot of time to get them neutral... why am i pro navy? as far as i know you cannot set this when you start the server... or in an ini? to all server admins... if its possible to set neutral to all - pls do this
