How many people should I let on my server?

I'm running the Clan Sudden Death server on a Dell Demension 8100 with a 1.3 Ghz Intel Pentium 4 and 256 megabytes of memory. My cable connection averages around 2000 kbps. How many people should I allow on my server at a time to ballance performance and accessability?

Think 16 is optimal. But it all depends on your connection and system...I would believe...
