Mactan Base/Hacker Faction

Who can you bribe, and where, and how much to get hacker faction so you can land on mactan base, and how high does your faction have to be to be able to buy a dromedary, and is there any other way than bribing and going bad vs. the police to get faction?

I just killed Liberty stuff and got faction that way. Once you get it neutral, then you can go to there base and find more bribes.

get first neutral with rogues (junkers base, texas), than fly over to one of their bases in new york, after that you should be at least neutral, maybe even already allied with the hackers. done. buy. hf. you need less than 20 minutes for this
