Where is the jump gate to Kyoto station?

Where is the jump gate to Kyoto station? Is it accessible after you have finished the SP game?

There is no (working) jump gate (if you read the info on Kyoto base it says they're building one, but it's not done yet.)

Kyoto is in the Chugoku system, and there are jump holes leading there from Honshu and Sigma 13. The hole in Honshu is at the east end of the cloud around Kansai Research station, which has a lane running to it. However, Kansai is surrounded by mines and I haven't found a way through, so I just waypoint to Yukawa Shipyard and then directly to it.

The Sigma-13 hole isn't far off the trade lanes there, and you should spot it when you're following them.
