Can''t get missions in Kyoto

Can''t get missions in Kyoto

Hi, I just completed the mission to capture Takagi's transport and now I got to Kyoto. There aren't any missions on the job board, but it says to do missions...

Help? I can't jump out and go to another system because they all attack me in the other systems. No missions on the job boards?!?!
