Where can I find the Civilian Eagle ship what base or planet

The only place that I know that has the Eagle is Freeport nine in the Omicron Theta system might want to be careful though since if you're not friendly with either Corsairs or the Outcasts you could have a real fight on your hands trying to even get to the base.
