Why are NPC levels so low?

Ok this may be a dumb question but I was just wondering....Why if you as a player can go up to level 38 do the NPC's only go up to like 18 or 19 (I think the highest I've seen). When looking at the readout when you have an enemy targeted it has a number on the right such as 18 or 5 or whatever which I believe is their level. Corsairs, which are the strongest, show an 18 I believe. Anyone know why that is?

Yeah my only guess as to why they didn't go as high as you was because you never encounter them alone, they are in waves or patrols usually. So you are level 38 and encounter a patrol of 5 Corsairs,then they are 18 times 5 = 90. So I guess the way to look at it is you are fighting a level 90 fighter who is in 5 different places at once firing from all angles lol.
