First you need to get to Tau-23 (or is it 32? I think there's only one Tau with '2' and '3' in it, at least). Actually I can't remember where the proper jumphole in that system is (will get back to you on that), but if you use the patrol route feature and go to the convergence points, you should find a hidden jumphole fairly quickly (NOT the one with the Gate Construction Site!). Jump there, and the system you end up in will have the jumphole to Omicron Alpha. It's in the upper middle or so of your nav map. But check to patrol routes to find the precise location.

Careful, though, there are lots of bad guys.

Nope. You can find a jumphole to it hidden next to the ringed planet in the Kyushu system. Go out into the field northwest of the planet...maybe around 20-30 clicks out.
