*** POSSIBLE SPOILERS ***

As far as I know, you can only purchase "drugs" at pirate bases. In the New York system this would be places like Buffalo Base and Rochester Base.

In New Youk, there is a ship wreck that you can shoot and it will drop drugs. Its at C6, in the Badlands.
