Where is Alcatraz Depot!?

Hey all,
I've recently become infatuated with the bizarre shape of the Rouge Mule, and have decided that I MUST AHVE THIS SHIP! However, I have no clue where friggin Alcatraz Depot is, so that I might buy one... Has anyone located this outpost? (edit: thanks for moving this...didn't see the anchored message)
