How do I egt to Tohoku?

This question has probably already been asked, but in the Hokkaido system, I get an 'acces denied' sound when I try to enter the Tohoku Jump hole at 3E (right)

What's with that?

It's part of the SP campaign, you can't enter it otherwise.
