I can''t find a Bouny Hunter job

Like I said, I can't find a bounty hunter job. They won't talk to me in the bars and there are NO listings on the job board. I checked in California and Texas and couldn't find anything there either. Anyone know how I can draw 'em out?

iv had a couple of them.. check fort bush and every battleship in manhatten.
But look in the job board.. you wont get annything from them if you have a low rep.
