go to planet manhattan and look for some Liberty Police storage depots. shoot all of them, and you'll really piss off the cops. kill the cops and flee to buffalo base in the badlands. hide out there and do some jobs for the rogues/outcasts/lanehackers. once you feel like you've done enough of that, jump to magellan and go to mactan base and do some more hacker/outcast jobs there, then go to leiden in the galileo system and get some more jobs (they also get slightly more expensive as you go). after that, jump to kusari, find your way to Chugoku and land at kyoto base and do some jobs for the Blood Dragons. after that go to rheinland and do some work for the Brundschuh guys in frankfurt (i'm pretty sure they're in frankfurt). basically the idea is to piss off as many local police autority and navy organizations as you can, and the outcasts will like you for that =)

You can also make friends with the Outcasts by becoming friendly with the Blood Dragons. To make the BDs like you just go shoot up some kusari navy, police, or transports.
