I don't think that you can bribe them. I simply killed their enemies and they quickly turn neutral without the police changing stances with me.

But there should be some way to bribe them, they have lots of enemies, what u suggest to kill

Sabre is an Outcast ship. Keep killing Hessians to get neutral with the Corsairs, and get yourself a Titan.

Kill Cossairs, there is a war between the Hessians and Cossairs. I killed Cossairs and became Neutural to Hessains then landed on one of their bases where I was able to bribe them into being friendly so I could get missions.
